I don't think the smaller one is doing much. And if your heat is on the bottom, reverse what I said about measuring temps. The temp at the bottom of the egg should be around 100-101 and the temp on top of the egg 98-100.
If you can't get a bulb "just right" you can use a dimmer switch to adjust the power going to a bigger bulb. I made my first incubator about 18 years ago out of a shower pan, a rotary dimmer switch, a ceramic socket mounted to a box under the drain hole, a 60 watt bulb, and a piece of acrylic for the top. It was a really bad design as the corners were very cold, the bulb had no room above it, there was no air circulation, and the slope of the floor kept eggs rolling to the middle. But it made a really good brooder with a wire cage around the bulb and more holes in the top. The dimmer let me adjust the temp down every week with ease.
