Hatching problems!!!!

My chicks in the last 2 hatches have not hatched fully developed and 1 was chirping but has now seemed to have passed any1 have any suggestions all are welcome thanks. Im stuck

What's your humidity? Are they full term/premature hatches? Did you have any temp fluctuations during the incubation period?
