Humidity is way too high.. What is your temperature? It might be low.
Those incubator instructions are crud.. what is your location and/or ambient humidity there.. how many rings you fill is relative to how dry your location is..
I have nicer bators but have also had excellent success with those cheap ones.. using the styrofoam it comes packed in for insulation is ONE trick to stabilize the temperature. I got more than what I paid for out of them! Humidity control is always the biggest challenge.
Moving the eggs to a new place in the trays.. to even out any temperature variance (hot/cool spots) and keep development equal makes a huge difference to tighten hatch frame and prevent early or late hatchers.
The egg also looks way under developed to me, maybe day nine relatively??
