Hatching Silkies

New to the hatching process, so i have a few questions. We have tried several times with no luck to hatch silkie eggs, they candle fine, go into lock down and then nothing. We have a mixed batch of eggs in lock down and most of the brama eggs hatch, but no hatching with silkie, phoenix, and polish. After lock down upon checking the eggs there are fully developed chicks but no show of pepping. What are we doing wrong?
 
I cant get any silkie eggs to even start! I have 2 hens & one goes broody all the time. I cant get their eggs to develop either in nest or LG. ??? My polish did awesome all hatched. My silkie mixes all hatched. I just cant even get the silkies to start. Is there a trick? I read they have to be 55 degrees for 14 days before setting them? Is this true? Havent tried it yet. As for my polish. Days 1-18 at 99.5 degrees and 50% humidity. Lockdown 97degrees and 70-80% humidity. I never go over 75% humidity. Just did 2 hatches back to back one polish 100% hatch. Hope it helps.
