After losing 16 eggs my 17th one is finally hatching. I can see him moving but I don't want to stress him at what point do I step in and help? Also he's not chirping is that normal?!?

How long has he been working on the egg? stepping in too soon can cause the duckling to bleed to death if veins haven't been been absorbed. It takes ducklings quite a while to hatch.

If I just crack around his beak the air bubble and nit what's actually on him, will he be okay he's making no progress in 7 hours.

If you keep opening the bator you risk him shrink wrapping I'm going to see if i can get you some experienced help.

The best thing to do is to let the duckling do it by itself, they can handle it and if it can't then it might not be strong enough to survive anyway, sorry for the downer but this is my experience in hatching ducklings.

24 hours it's till not out I've peeled some she'll away but it's like he's getting all dried up I'm trying to keep him moist idk what to do he seems to be getting weak

400

He still has a sac around him is that normal idk what to do

Is the bill free from the membrane? that way it can breathe. Looks like there are alot of veins still showing so don't try peeling away the membrane just take a qtip and warm water and keep the membrane moist or wrap in a moist paper towel and keep the bator closed, what is your humidity. When my duckling got shrink wrapped i use a small spray bottle and put warm water in and misted her every hr. but she was under her mama.
