Do you have to have your own website to put the web cam on. I bought a web cam, and am trying to figure out how to rig it so my students can watch at home.

No. If its a IP camera you just need to forward the port it uses to it an it will work threw your web browses. If its a camera that plugs in to a PC you can use ustream.com or run webcamXP ( http://www.webcamxp.com ) on your pc.
