Hatching

I have a silver apple yard female that's been sitting for about 28 days. She had a nice high best built in her pen and today I noticed she had built a lower best next to it and moved her eggs down. Is this normal?

I have no idea?.....Did she leave any eggs behind?.....Possibly she wanted a clean nest for hatching them.........
