i just hatched 20 of 22 eggs but started with 33 eggs why is my fertility down

I have heard a lot of how chickens supposedly lose some of their fertility in the winter. Not sure if that is true, but that could be it.

I have a hen that would have a lot of unfertile/non-developing eggs. Only about half of her eggs would ever develop. And that was in the summer. But her eggs had pretty large pores, and i have read that they are hard to hatch that way.
