Hatchling with legs stuck out in front. Splay leg or something different? VIDEO!!!

I have a now 48 hour old chick that started off rolling to its back. Yesterday it began to just stick its legs straight out in front of itself. I have tried hobbles. Doesnt do a thing. I am giving it Poly Vi Sol. Its not eating on its own but will pick at mash from a syringe. What would you do. Is it a form of splay leg? It wont pick its head up when it tries to walk either, just sticks its nose to the ground. Its is a porcelain d'uccle so very tiny. Its not a slipped achilles....

I haven't had one with a slipped tendon (just a splay legged chick,) but it kind of looked like it in the video. I have had several brain-damaged chicks who arched their backs and flopped over, and a couple who could not stand after hatching. I tried many different things for 2 days, and if they didn't improve I culled them. It is heart-wrenching, but if you try all of the tricks on the threads, sometimes it is best. I have tried putting them into a small cup or sugar bowl to force them to use their leg muscles for a day or so. Hopefully you will get more advice.
 
Thanks! I have had my fair share of slipped tendons so I know this isnt it. Right now I am trying keeping it in a coiled up towel and teaching it to push up . we will see.....
