I have never been to Hawaii, but I have the answer to getting chicken's just as pretty!

You buy a lot of bantams and let them go wild, so basically they are doing whatever they want, and don't forget the roos are breeding whoever they want

BUT they have to be Japanese, Old English Game, Rosecomb, and nothing else. And you must have all three of those breeds.

After about a year and half, more years is fine, you can breed in some white Cochin frizzle bantam x buff laced polish for extra prettiness.
