Most likely he is an Easter Egger. He doesn't have the right color to be prue Ameraucana but he defiantly has the blue egg gene. Pea comb and Muff/beard is Ameraucana.

Easter Eggers can have pea combs and muffs. Actually, they are supposed to. You can usually tell a Americauna when you see one.
