Head Feathers look ratty....what’s wrong?

I have 8 hens all 14 weeks old. They have been doing great but I noticed one hen’s head feathers looked ratty. I attached some pictures. A month ago her head did not look like that. What could be the issue?

They kinda look like new feathers growing in to me. Do you have a rooster?

No rooster. If it’s just new feathers, yeah!
