Heat Killing chickens

I am having a problem. I have been raising baby chickens and have probably hatched out 400 this year. I have done good until the heat got bad and now it seems due to the heat they will all huddle together and suffocate some of them.
I am just assuming that the heat is what is doing it since I have had no problem until the heat got bad.
The heat is bad enough and then when they all huddle up I guess it just suffocates them or the die from the heat.
Does anyone know how to go about making the heat better on the babies. I have even turned some of the bigger ones out that have all their feathers.
 
Your saying that the heat is killing the chicks?? And they're huddling together b/c they are soo hot??

That's confusing. Normally if they are cold, they will huddle under the heat lamp. How hot are we talking? and are they still in a brooder? First thing is I would definitely take them out of the brooder and put them outside where they have protection for heat, sun, rain and wind, but allow them enough space to run around.

Ohter than that, I am just confused....

When my chicks get too hot they stretch out flat, pant and get away from each other. They look almost dead til you poke one. They don't get that way too often because I turn on my misters and fans first thing in the morning so it won't happen.
