I have 2 infrared heat lamps on in my coop 7X7 inside. The hatchery I bought the chicks from and the chicken vet told me to put them on and leave them on till it warms up. I feel bad because I don't think they sleep all night and they won't get on the roost. The first day it was 7 degrees and they were shivering so I put them back in the warm part. And they them back out when it went to 15 degrees and they looked better, but I do open the whole door during the day. Any suggestion to help them sleep or maybe they sleep during the day. I feel bad their not sleeping at night

How old are they?
If you are worried about light, you could keep one heat lamp on in one side of the coop and then put a heater on the other side.
The heat lamps shouldn't effect their sleep, it shouldn't be too bright.

x2, how old are they?

I assume your temps are listed in Fahrenheit? If they're teens/adults, 7F is fine and they really don't need heat as long as they're in reasonably good health and condition. A heat lamp is a massive fire risk.
They are 7 months old. The hatchery I bought them from and the chicken vet told me thsy need it and to turn it on and of course it is done safely. But they wont get on the perch but they sleep in the straw
 
Fully-feathered, 7-month chickens shouldn't need a heat lamp above 0F at least except in rare circumstances. I've got 18-week birds in an open air coop with temperatures in the teens.

But if they've had a heat lamp all this time they'll need to be gradually weaned off of it by either using a properly rated, SAFE dimmer or shifting to lower wattage bulbs and letting them gradually acclimate so that they can grow the thick, weatherproof feathers that they would have grown if exposed to the naturally cooling weather in the fall.
 
The hatchery advises heat lamps for chicks not grown birds. The "chicken" vet doesn't know what they are talking about.

The temperatures you are stating are not cold for grown birds with full down jackets. They likely are not perching as it's too hot up there to do so in comfort. Remove one and I bet they roost away from the other heat lamp. Hopefully that will be enough evidence to take the other out too.
