Heat plate for quail chicks on temperature

My heat plate is set on 99 and the back is set 1/2 “ off floor and have a thermometer set under the lowest point is not reaching over 90 is that sound right ?I want the temperature to be right

99 sounds too hot.

Regular old school light bulbs are better for quail.

I may have to try to use a bulb but I made a brooder out of a plastic bin .
