Are puppy piles OK, if it's not right under the light, or does that still mean they need more heat?

And on the opposite range - If they are laying directly under the light, but not packed on top of each other, is that ok too?

If they're all piling up on eachother right under the light, they may be a little chilly.

If they're not under the light then they're probably fine. If they're all spread out, thats

good. It means they're comfortable.

They will cuddle up right next to each other to sleep when they are young. You'll see the difference between cuddling and piling.
