So you're looking for chicks to raise only in Hawaii? I believe you will have to purchase them locally. I've heard there's even many feral chickens around, should be pretty easy to acquire once you're there, but probably only the local breeds (?) as importing can be pretty expensive. Might want to check out the Hawaii thread and ask around... seems like some friendly folks there!

Not necessarily. Fertilized eggs can last a long time and won't start development until incubation starts. I've even heard of some people getting refrigerated eggs at Trader Joe's grocery store (apparently fertile) and successfully hatching about 50 percent!
