I agree with @DobieLover Silkies aren't cold weather tolerant, this breed will be a challenge to keep thriving. Quail as well, the native quail in North America naturally don't live so far north either. My Bobwhites did ok down to zero however colder temps were rough on them. You will most likely need to add heat to both your coops. Do not mix the chickens with the quail, chickens carry diseases that can kill quail. Practice lots of personal biosecurity.
X3 - silkies will struggle and may not survive if in subzero temps for more than a day or two. Do you have electricity to your coop so you could give some heat? Maybe a sweeter heater or a couple Cozy Coops would suffice. They don't heat the coop, but give the birds a place to warm up.
We heat our coop to 40F with a thin oil-filled radiator heater by NewAir. That keeps our 5-gallon nipple waterer from freezing too.
When there's no windchill, we'll let them out if it's 20F or above and they do fine. Much below that, we've found them unable to make it back to the coop, twice this past week. Stupid us let them out just because the sun came out, but windchill was negative.
