I don't have quail but from what I've read here on BYC, quail and chickens should not be kept together because of injuries like what you've had and diseases spreading between the two. You need to separate them. For the one that is injured, you can use the over the counter ointment as long as it doesn't have "caine" in it like benzocaine or lidocaine. You might also want to use some Blu-Kote on the injury so other birds won't be attracted to the injury and peck it causing further damage.
