You may want to rethink releasing your quail. Depending on your state's regulations, you will probably need a permit. Check with your state wildlife agency to see what is required for releasing.

they will be on our place in a large acrage but free ranged type we raise Labradors and will be using the bird for their training as well. so not really repoputalting the area.
