What borough are you in? I know they're legal in Brooklyn at least.

I'm in downtown Philadelphia, and I've gone through handful of birds, only keeping the quietest. My quietest are a Buff Orpington, an Easter Egger, an Ameraucana, a Silver Laced Wyandotte and a Cuckoo Marans. My barred rocks and Blue Wyandottes are noisier.

I had to get rid of a Black Sex Link, an Australorp, 2 Faverolles, a silkie, an EE, and a cochin, all for being too loud. Some of those are supposed to be the quietest most docile breeds around. So, individuals vary. I say get a couple more than you want or need so you can get rid of a couple if they turn noisy and still have your desired number.
