The actual event I don't think is held until April for the next Event and that may be a bit of a drive for you. However, if you search Oregon poultry swap incorporated on Facebook you will find the main group as well as the pages for each of the events they hold. In the main group I believe you can find a list of vendors who have participated or signed up to participate in coming events. This list includes their contact information and the breeds that they work with. The list would allow you to reach out some of them now and possibly find someone close to you to pass what you're looking for
 
Although, if her interests is mostly in participating for 4H purposes most counties are looking more at the project itself, the showmanship of the 4Her and aren't necessarily looking for APA standard exhibition quality birds. I would speak with the leader, who has already been wise enough to direct you here so clearly a very good source of information, (lol) and find out if you need to be looking for exhibition quality birds especially this 1st year or if sourcing chicks from a local source such as a hatchery or retail outlet would be just as sufficient.
