I hope you can get the ordinance changed so you can have a new flock!
 
Here are three tunnel systems. Personally, I think it would be cool to have a storage bench in the garden with the tunnels coming out one side or both. That would provide shelter, and be easy to place food & water, and clean out.
Quail tunnels can be lower of course.

I have recently found that I’m not legal in my neighborhood now because I don’t have a half acre....only a quarter so there’s that! So, I guess while I’m in the process of getting everything together I will trying get that ordinance changed. Here’s to change and adventures!!
