She was given to us because they had to move and when they did we got her then him she is spoiled they didn't treat her like a chicken she doesn't get along with any other chickens and he beats the you know what out of her,she doesn't lay on them but she does watch them he won't let her do anything he picks at her head she acts like she is retarded or something.

Welcome to BYC. Michael O'Shay and Wyandottes7 have given you good advice. If you want the eggs to hatch and the hen isn't sitting on them, you will have to use an incubator or find a hen that will sit on them. The roo needs more hens than just 1, either get more girls or find a new home for the rooster. Your hen is not "retarded"...she is being submissive to the roo's dominant behavior.
