You might talk to the neighbors and then apply for a "special" permit or waiver. It could include rules such has no roosters. Read up on those people who have had to change things so it would be legal. As for breeds do your research and pick the ones you like. There are many to choose from that were developed just for your weather conditions. Good Luck.

If you get a chance to keep chickens, even if you have to only keep hens to reduce the noise to neighbors, then consider putting your coop in the middle. Then if you decide to split the coop in 2 & have seperate yards, you can easily do that with no more than a wall between to add. I never thought in my wildest dreams that I would need to divide, but hear I am getting ready to split my coop in two & have seperate yards. Good luck with whatever you decide. Maybe seek in 4 hens to see how the neighbors react.

Had to edit to add: Really, that is one of the funniest pics that I've seen of a chick on the BYC ever!
