Check them over for any mites or lice. There are some good threads on here if you do a search. If you don't find any and if they are eating well and drinking and running around except when startled, I would give them a little more time and see how their feathering comes in in the next few weeks. But with that fine of feathering I would make sure they have a warm spot too. I hope this helps!
