I have had late silkie hatches with this problem, not sure what causes it but they have had to be assist hatches. They had pipped and "shrink wrapped" under the broody with high tempertures. Try to keep membraned moist and do not assist unless nessescary.

Thank you how long should I wait for the other 22 eggs today is day 25?

Sorry for the loss!
I would try to check for signs of life, the latest mine have went is day 24 but I have heard of a day 26 hatch so they could still have a chance!

If they pip and the same happens with them, your last resort would be to help. But I think I would take the chance of helping if they pip and do not start zipping or getting out on their own..

Just be careful and make sure that the yolk is fully absorbed and the blood vessels are dried up.
