I used to occasionally find baby magpies walking around the yard. They had gotten out of the nest but, although fully fledged, they couldn't quite fly. I would put them in a large cage for a day or two and release them when they could fly.That looks like a fledgling to me. The best thing to do is leave it alone. Put it right back where you found it and the parents will care for it.
It has likely just left the nest, and the parents are teaching it to fly.
Unless it's injured, keeping it won't do it any good.
