Help, baby quail dying!

No, ... as very young chicks have no day/night rythum, especially without mother hen, they need 24h light, for at least the first 14 days.
If they wake up, hungry, and it is dark, they will not find the food and will have too long phases of hunger, which isn't healthy.

Even if they eat then (full crop) they may already starving, getting too weak.

When you said the chick was standing on towel reaching up, was it directly under the heat source? And what is the heat source?

If the chicks stay hudled up directly under the heat source they are too cold.
 
I don't cover mine, but I use a heatplate. Which heat source are you using?

yes it was. I use a brooder - a WP heat series. I’m just so confused because I’ve used this set on nearly 100 clutches before and they have died in the way are now and when I read the temp it’s more than it should be at the warm end and then decreases towards the cold. Would you say they are still too cold? Thank you
