Help, belly missing feathers and pecking

Does this look normal for a two-week-old quail? It's eating and drinking just fine, but keeps pecking at his behind/belly area. There are no cuts or anything, just looks like he's starting to lose feathers there. Is it because he's just getting bigger feathers? It didn't look like that before (second photo). The photo isn't the best but he's so small hard to get him to stay still long enough to get a good one.

Hi there don't know if this helps but one of ours.when it was little was always trying to bite its butt for a few days I couldn't see any thing but thought maybe some dried poo was irritating it it got a warm wet cue tip around that area and sure enough removed some dried poo and after that it stopped trying to itch. You could give it a warm water bath but use a hair drier to dry ot afterwards so it.dosent get sick from being cold and see what happens good luck😊
