Help! Black areas on roosters comb and waddles

Does anyone know what this is? Is he being pecked at and these are scabs? I was first worried they were bugs like mites or fleas, but it doesn’t really look like it. I just saw my RIR pecking the black spots off him. Wondering if he needs to be separated. Thanks for any advice!

Lots of minor peck wounds. Do you have another cockerel/rooster?
I don't but I think my RIR might be top hen. I have 4 hens and one rooster. I saw them (my roo and the RIR) going at it yesterday and i thought he was just picking on her, now I'm worried he’s being picked on. I feel bad thinking he was the jerk. They seem to all get along 98% of the time. I’m have to say that I am glad it doesn’t look like bugs to you though!

If he's anything like my Sebright cockerel, he's just getting a much needed tune up. How old is he?
 
Wire fencing can also do this if he is running into it while being chased or trying to get at another chicken. It will eventually heal without treatment. Spending time watching them will reveal what is happening.
