Amazon sells plenty of adhesive TP holders so no mounting hardware or tools needed. If you can't mount one out of reach they do make cat proof covered ones.
Is this cat supervised while playing on the phone? Probably where it learned this bad habit. Young children and pets should not be free to roam the internet.
