HELP CHICK IS BLEEDING FROM BUTT!!

It will still take time for a significant bleed to stop. So you will still see some blood for a little bit. I dipped mine a couple times then leave it be. Did you notice if there was any protruding flesh at the site? If not you should be good to go. If yes, it's possible a bit of its insides were pulled out and that's were its chances to recover goes down.

Her bleeding has stopped all together since I did the corn starch because I ended up finding some from a neighbor! She is looking good so far. My last chick just hatched too and is also attached to the umbilical cord. Is that normal?

Yay!!! Yes sometimes the cord will be attached. Let it dry up some. If it gets yanked before it is dried enough to fall off you will have a repeat situation like with your first. Once it is dried if it does not fall off you can safely trim it short enough to the body so that it is not enticing another chick to pull and peck at it.
