HELP! Chick not hatching completly out of its shell

Help! I went to work this morning with a chick in the incubator starting to hatch. Just got home and it is still in the egg..... with its beak poking out. Is this normal? What should I do??????

Yes and yes..... not peeping as much as it was earlier

Ok its completly out of its shell now but it has membrane stuck to it's back. Quite a bit. Its moving, and chirping. What do I do about the membrane? I'm afraid if I pull it off i will pull feathers. It had also pooped in the shell, is that ok? As you can see..... this is my VERY FIRST HATCH!
