Yep, looks like an egg tooth to me. Sometimes they come off and sometimes it takes a while. No need to do anything about it.

Did the chick hatch yet? Did you open the shell or did the chick do that?

A few things, after scrolling through your post quickly it appears the chick was still absorbing blood vessels and isn't quite ready to hatch. There are 2 membranes and it's normal for the inner membrane to touch the chick, that doesn't mean it's shrink wrapped. Shrink wrapping is when the membrane dries out and becomes too tough for the chick to tear it while rotating in the egg. Let me know what you're seeing now and I will try to help.
