Help! Chick seems to be stuck in membrane?

lol, I really should just read through everything before commenting. I see you're assisting now.
Well, she's watching. Still some blood in that pic. Will it be able to zip with the egg tooth where it is? It did pip on its own, she peeled back shell a bit afterwards.

Yes, it should be fine to hatch on its own but isn't quite ready yet. It needs time to finish absorbing the yolk and blood vessels. Since the shell is open it would be a good idea to get a q-tip and gently apply some antibiotic ointment without pain relief to the exposed membrane so that it doesn't dry out, just avoid the mouth when doing this.

The chick isn't shrink wrapped.

Everything you see going on is completely normal.

Generally a chick that fails to zip within 24 - 48hrs is either stuck, or weak. I assist if no progress is made.

In rare instances I've had chicks take 3 days to start zipping, so it's not always an emergency.
