Help day 24 and no hatching

I have been incubating chuckar and pheasant eggs for 24 days candled them at 1 week and again at 2 weeks and all but a couple were not fertile but all the others were fine i have seen movement in almost all of the chuckars but no pheasants does that mean the chuckar eggs are almost ready to hatch or do they start hatching and dies:/
