Well its hard for me to tell. Have you tried a warm wet q tip on the holes?
One picture looks like there is actually no holes. One looks like i can see kind a spot there.

I was wondering the same thing, is there any nare holes at all @absolutejoy even though closed? If there are I think maybe a vet could open them if it's just a thin layer of skin underneath.

In other words on the bill is there places where the holes should be? and inside is just closed?

i agree, i know when i worked at the vet thats something they would have tried to open up by making a hole there

I'll try the Qtips. I'm pretty sure there were holes there when I brought him home, there was fluid dripping. And there are some darker spots where the holes should be - when the light is right. I'll try to get him to a vet today to get looked at. He is doing fine, though. He seems pretty happy and does what little ducklings do. Breathing fine.

Well glad he is breathing fine. Thats great you can get him to a vet.
Maybe put some apple cider vinegar in the water today. I dont know if it will help maybe loosen things up if it really is clogged?
I put apple cider vinegar in the water anyway a couple times a week.
If it had holes before then i dont think they would close.
But a vet is good. They will be able to help for sure.
