Help emergency quail wry neck

You could try vitamin E, but while I've heard that works for chickens, I have not seen it work in quail. It would be helpful if you could post pictures.

Is this a coturnix quail? Wry neck is not fatal in most cases, and quail with wry neck can live mostly normal lives.

It does not eat or drink so I don’t know how I should feed it cant stand up neither I kept it away from the others

This looks recent. Have you have it tested for other diseases such as Marek's or virulent Newcastle?

Newcastle can cause the neck to twist like that, and is very serious.
 
It does not eat or drink so I don’t know how I should feed it cant stand up neither I kept it away from the others

No I have no check if it is marek or virulent there no vets near me where I live
 
Does it have any other symptoms? Any respiratory issues? How long has it been like this? Are any of your other birds showing symptoms?

No, it does not have any other symptoms no respiratory It has been for about 7 hours now, and been trying to figure out what I could do about it to help it Others are not showing symptoms for me I believe was because it flew to the ceiling and hits it head because my neighbor dog was loud yesterday at night I think that might be the cause of it.

That sounds like head/neck trauma, then, definitely not wry neck. Since you've said that a vet isn't an option, the best you can probably do is separate it into a warm, clean, dim container and see if it heals. I suspect that it will either die or show serious improvement in the next day or two. If it doesn't show improvement within that time, you may want to consider culling.

What if it’s not eating or drinking because it can’t
