Crop issues can be a symptoms of worm or cocci overload and sometimes reproduction disorders as well. Here's more info on crop issues - I recommend that you read the entire article, excellent descriptions and treatment options:

Worming is always good advice regardless of symptoms or not. It does sound like they have lice and the only thing that will get rid of them is to use Permectrin II as a spray or a dip and then repeat it in 10 days. You will also need to spray their coop, concentrating on areas where boards over lap and edges.
Lice can literally suck the life out of your birds and cause anemia.
But if they are suffering respiratory disease that could also be the cause of them being underweight. If I were you I would spray them, worm them, then wait a few days and treat them for respiratory diseases. It is always wise to give them probiotics any time you are giving them treatments of any kind. You can buy inexpensive Probios for different livestock and it will work. Probiotics are probiotics. Even if the chickens don't need all the ones a horse or a cow might use they will still benefit them and won't hurt them. Also giving fresh fruit or veggies is great for boosting their system as well as adding a little oil to their feed to put on weight.
