My turkeys had looked like that too, and someone said that it could have been cause by mice biting feathers off for their nest, or other hens breaking feathers off, or they were rubbing themselves against a wall.

They molted, and grew their feathers back very nicely.

Don't forget the calcium, they need that for good feather production as well. DE is a great source that is readily digestible and pretty inexpensive.
