Did you ever think a hawk was flying away with it from somewhere and crows and other birds harassed the hawk and it dropped the little bird into your yard? Might explain the pecking off to the right thing.
You were given this little gift from Above (the angel theory) and even though it will take a little extra time to get it back on track it will be well worth it.
Your little chickie has you now and you know how and have BYCers to help you on your journey.

From the google images it really really looks like a newly hatched pheasant, and yes their beaks look like they have been debeaked just after hatching.

it looks like a pheasant chick to me as well. I did hatch 4 under a broody hen, BUT my housekeeper's kids that it was fun to feed them & killed them.
