I have had goats with symptoms similar to that. Sounds like polio. Thiamine will usually cure it. Thiamine deficiency causes some truly bizarre symptoms in ruminents. It is hard to get enough thiamine in regular B vitamins. Unfortunately, thiamine requires a prescription. The earlier thiamine is started, the better the results. I think I would send your vet an article on polio if I were you.
