Its hatch day and my first chick started pecking thru the shell at 10am this morning. It was able to get its beck out to breath but really hasnt made anymore progress. Its chirping in there. Its now 3:30, the membrane around the chick looks like it dried like leather. The humidity is currently 63%. What should I do since it is not making any progress. The other 6 eggs are moving around and I hear a faint tapping but the one I am worried about is this first one. Advice! Plz Thanks:

You need to boost that hum. up pronto.
Add a wet sponge, or a warm wet washcloth. That chick is going to be shrink wrapped in the egg if that membrane dries out.
You can try removing the egg from the bator and wrapping it in a warm wet paper towl or washcloth. Dab at the hardened leather like membrane with the dam towel until it's moist and see-through.
IF and only IF you see NO VEINS in that moistened membrane, then you can help the chick just a little bit. Peel back the membrane just a tad so it has more room to breath. Sometimes helping JUST A LITTLE will energize the chick and perk it up.
Then promptly put the egg back into the incubator and wait. While you're taking the egg out is the time to put extra things in to boost that Hum.
Be quick about it all and don't open your bator alot or keep the egg out for long as the chick will chill very fast.

Do I leave the paper towel on it? Is it supposed to peck thru that too?
 
Ok So we put the damp moist paper towel around the base of the chicken and lightly pulled back the shell and membrane and this is what it looks like. The chick still has not made any progress. I wonder since its mouth is all the way out how it would peck around the air sack area and get out. What should we do?

you almost always need to just let nature take its cource if you interfear you will prolly damage it I keep my humidity about 75-79 % at hatch
