This chick just hatched about 2 hrs ago. What is attached to it ?? I do NOT want to cull this chick it’s a rare breed.

Is that coming out of the back end? It looks like unabsorbed yolk possibly. Leave it be and it will hopefully absorb soon.

Yes it’s near the vent but not the vent more the umbilical area.

Wrap it in a warm moist paper towel and put him back in the incubator (assuming you hatched him there). That's the yolk and it hasn't fully absorbed. It needs to be fully reabsorbed and this should help. I'll be crossing my fingers for you! Is he active and walking? or kind of not moving as much compared to the other chicks?
