Help ! Hen laying while on the roost

Since about 5 days ago, one of my hens apparently has been laying while roosting. There's about a 3 foot drop from the roost to the dropping board, and invariably, the egg is broken when I find it on the board. I'm not sure which hen it is, but I've narrowed it down to one of two, based on the color of the egg.

Is this typically a temporary behavior? Is there something I can do to force her to lay in the nest?

Are these new layers?
Do you have plenty of coop space and plenty of easily accessible(getting both up and down) nests?
New layers can take up to a month or so to get thing figured out, fake egg in nests can help show them where to lay.
 
It could be also that she's being bullied by other chicken, I found out one of my hen few weeks ago was always on the perch to stay away from others so she end up laying eggs while perched.
