Help, hen might be a roo?

Hi, I am new to having chickens and I have 4 pullets, but recently one has gotten really loud. Im wondering if maybe I have a roo, as the one who is noisy has a more developed comb and has been really loud for a week. Is she soon to lay (but its only been about 13 weeks!) or could she be a rooster?

At just 13 weeks of age that is most definitely a cockerel.
