help identify this bird, please

A friend sent me a pic of a bird. What is it? Location, Pennsylvania, Harrisburg, specifically, if that helps.

Looks like a pigon but could be a fluffed up dove, doesn't look like it feels to good.

Kinda where I was leaning. By its described behavior, I agree it's probably sick. I was intrigued by what appeared to be a band on its leg.

Looks to me like it has 3 bands on its legs. Bands are put there by the breeder for identification purposes. Agree it looks like a pigeon - IME, most white "doves" are actually pigeons.

It's a pigeon. Might be a king, but I'm not sure.
Micacoo pigeon and dove rescue can help your friend with this bird if she is able to catch it.
