a bird in shock needs electrolytes (your feed store carries this)dehydration is the main risk you face. In most cases of such wounds (even though it might look scary horrid) they DO recover unless it is a bite wound from a cat or raccoon which carries with it added infection danger and even then they will often recover when an antibiotic is administered.
(Do a search on this forum and you will find so many threads with horrific injuries where birds have recovered)
What you need to do is first put some electrolytes in the waterer... normally you should have this at all times at the ready as you will need them in many situations, but if you do not have then you can dilute pedialyte 50/50 ... an ill bird will stop drinking so you must regularly drizzle some along her beak to encourage her to drink so she does not become dehydrated. Placing a piece of watermelon with a section scooped out and feed put in that cavity will encourage her to peck and eat (and also keep her hydrated) but right now the electrolytes in the water are the most important. I understand your dad not wanting her to suffer but if you do this and clean the wound daily with sterile saline which is very easy to make yourself> just boil 1/4 tsp of salt in a quart of water for five minutes (cool and make fresh daily)... after you have flushed the wound with this then reapply the neosporin.
