x25 is correct. You could argue 4 if the 2 monkeys were holding on to the same parrot as the riddle says every monkey instead of each monkey, but more than likely they meant two parrots.
Good thinking, BUT, it is unclear if each elephant saw 2 different monkeys, or the same 2 monkeys that the other elephants saw. That's what makes this so hard!1 rabbit
